TRIAL OPERATIONS PROGRAM STARTED LAST 26 JUNE 2023
On 26 June 2023, the Department of Energy (DOE) issued the Advisory declaring the start of the Reserve Market Trial Operations Program (RM-TOP).
As customary with the TOPs being implemented by the Independent Electricity Market Operator of the Philippines Inc. (IEMOP), the Reserve Market TOP involves mostly the execution of test cases aimed to familiarize the Market Participants, the System Operator, PEMC, and the Market Operator with the processes involved in the registration, scheduling, dispatch, pricing, conformance standards, settlement, and cost recovery of reserves once it is integrated into the commercial operations of the WESM.
The TOP is a non-binding exercise for IEMOP, NGCP, Accredited AS Providers, and PEMC to assess all systems and interfaces involving registration, scheduling, dispatch, pricing, metering, cost recovery, and settlement.
WHO ARE THE PARTICIPANTS OF THE RM-TOP?
Although the RM-TOP activities involve IEMOP, NGCP, Accredited AS Providers, and PEMC, ALL market participants and the public may be able to view the input data, results, and reports in the RM-TOP.
RM-TOP USING THE MMS-TRIAL MPI
The RM-TOP shall make use of IEMOP’s MMS Trial Environment.
ONLY REGISTERED AS PROVIDERS shall have access to the MMS-MPI Trial Site for submission of offers and extraction of market results. To add, only the registered AS Facilities’ capacities are reflected in the MMS Trial Environment.
