INDUSTRY LEADERS COUNTS DOWN TO THE LOWERING OF RCOA AND RAP ELIGIBILITY THRESHOLD TO 100 KW; COMMEMORATES WESM 20TH ANNIVERSARY

Industry leaders of the Philippine electric power industry, including Engr. Robinson P. Descanzo, IEMOP President and CEO; Lt. Gen. Ralph Villanueva (Ret.), Chairman of the IEMOP Board, Atty Jhong Hayes Nidea President of PEMC, Noel V. Aboboto, PEM Board Chairman, Raymond Rosues, RESA President, Atty Chairperson Francis Saturnino C. Juan of the Energy Regulatory Commission; and Secretary Sharon S. Garin of the Department of Energy rung the bell signifying the Lowering of Eligibility Threshold for Retail Competition and Open Access (RCOA) and Retail Aggregation Program (RAP) to 100 kW on 25 June 2026 12 midnight.

 

 

The symbolic event coincided with commemorating the 20th Anniversary of the Wholesale Electricity Spot Market (WESM) Commercial Operations and marking two decades of progress in building a transparent, efficient, and competitive electricity market. Since its commercial launch in 2006, WESM has transformed the country’s electricity sector by introducing market-based mechanisms that promote transparency, efficiency, and fair competition. Over the past two decades, the market has grown from its beginnings in Luzon into a nationwide system, supporting a dynamic industry and enabling greater consumer empowerment. 

 

 

Highlighting a landmark reform, the lowering of the RCOA and RAP eligibility threshold to 100 kilowatts, officially took effect on the same date, 26 June 2026. This milestone expands consumer choice, allowing more businesses and institutions to participate in the competitive retail electricity market. By opening access to a broader base of contestable customers, the reform strengthens the role of retail Market in driving efficiency, innovation, and inclusivity across the sector. 

Together, these efforts laid the foundation for the market we know today, a market that has evolved from its beginnings in Luzon into one that spans the entire country, supporting a growing and increasingly dynamic electricity industry. Tonight, we shall also witness another milestone with the lowering of the RCOA threshold to 100 kilowatts, marking another step in expanding consumer choice and broadening participation in the market.” Engr. Descanzo, IEMOP President and CEO said.
